01-13-58 The Surface Transportation Subcommittee of the Senate Committee on Interstate and Foreign Commerce convened hearings to investigate the "deteriorating railroad situation and its effect on the national transportation picture."

"A number of railroad executives, including your President, testified at this hearing. These spokesmen graphically portrayed the unequal competitive position of the railroads, and in general outlined the problems of a regulated industry attempting to compete against relatively unregulated and partially subsidized competitors. Their recommendations for corrective action included the abolition of the excise tax on transportation; establishment of the right of railroads to engage in other forms of transportation on an equal basis with non-railroad operators of such enterprises; correction of the situation which permits a large share of highway freight traffic to move under the agricultural commodity exemption provisions of the Interstate Commerce Act; establishment of a realistic tax and depreciation treatment for railroad equipment and roadway expenditures which will assist the railroads in finding funds for essential capital expenditures; and enactment of legislation that will give the railroads a freer hand in setting freight rates."
